Kite flying tragedy

Is kite flying suppose to be a recreational and fun sport? At least 11 people died and more than 100 people were injured at an annual spring festival in eastern Pakistan celebrated with the flying of thousands of colourful kites. The tragedy was cause by sharpened kite strings which is use for cutting down other competitors’ kite. Some were injured by stray bullets because of gunfires during the festival. In my opinion kite festivals like this should be stop or must change the rules. Why can’t they just celebrate their kite festival in a different way, like rewarding the most beautiful kites to prevent disasters such as this one.
